Ceej 'Impact' an Illusion?

Apparently, the Ceej is making headway with police, since Bernie Farber tweets that

Discussions with police seems to have had an impact on police thinking re: victim groups and hate crime

Does that mean "Nazis" and "shikses" will not make the "victim group" cut in the next "hate crimes" compilation? Or is this another instance of police stringing the Jews along a la the Salman Hossain incident? And who is likely to have more "impact" on police thinking--Bernie or Barb?
