Montreal Sexologist Smoke Bombing Begs the Question: What Is "Real" Terrorism and What Is "Hoax" Terrorism?

The real question being: how does setting off smoke bombs at three busy Montreal subway stations in a co-ordinated attack qualify as "hoax" terrorism? If jihadis and not sexology students had been behind it, would it have been considered a "hoax"?
