Can Obama Wage War Without the Consent of Congress?

He can if he finagles it by calling it a "counter-terrorism operation." (Notice how, when he wanted to get out of going into Syria a year ago, he sought Congressional approval beforehand, knowing full well that Congress would give it a big thumbs down. When he's determined to go it alone, however, even though it's unconstitutional, he bypasses Congress and does as he damn well pleases.)
