'Do Ask, Must Tell'?

A new regulation requires members of the American military to speak up if they suspect someone could pose a terrorist threat. It's obviously meant to prevent an attack by the next Major Nidal Hasan, but, really, in a culture of rigid political correctness that pushes the "Islam is a religion of peace" line from the top on down, how likely is it that servicepeople are going to step forward should they have concerns?
