How Solid (or Porous) are the "Borders and Boundaries" Between ICNA U.S. and ICNA Canada?

ICNA Canada is the northern division of a self-described "grass-roots" orgnization that's into all sorts of touchy-feely "social justice" activity--including "Earth Cleaning Day." As such, I'm certain that its charitable effort (ICNA Relief Canada; slogan--"No borders. No boundaries") cannot possibly be up to the jihadist hijinks of its American wing.

Surely there are borders and boudaries between north and south, and Zakat for jihad is a purely American ICNA pursuit, right?
