Why Is Ontario's Ministry of Health Partnering With a Toronto Mosque Built With Gaddafi Shekels?

Ontario's Ministry of Health is partnering with TARIC Islamic Centre and another organization to raise awareness in the Muslim community about HIV/AIDS. On Open Forum on the subject is to be held on March 24th at TARIC. Apparently, no one at the Ministry bothered to research the outfit it was hooking up with because the merest bit of digging would have turned up this (a Ceeb report from June '11):
The Toronto and Region Islamic Centre was established nearly two decades ago with thousands of dollars in funding from Libya's Moammar Gadhafi, but today a segment of that community believe the mosque has a moral duty to sever its ties to the Libyan ruler.

This is causing problems with members of the congregation near Highway 400 just north of Highway 401 in Toronto's west end, including Ibrahim Momen, who worships there but is now demanding the mosque sever its ties to Gadhafi.

"This is God's house. It is not a political place. What you are doing here, it's not religious. It's more political agenda for Gadhafi," Momen said.

Momen and others are furious that the mosque's president, Haroon Salamat, used the congregation's newsletter to recently condemn NATO and Western efforts to defend Libyans from Gadhafi.

Despite his anti-Western comments, Salamat's mosque is a federally registered charity receiving tax breaks, as well as thousands in donations from the dictator Canada is now at odds with.

This caught the attention of the Canada Revenue Agency, forcing it a few weeks ago to revoke the charitable status of the World Islamic Call Society, a charity that was used to channel Gadhafi's money to all kinds of jihadist organizations and individuals in the West. The society also gave money to the Toronto and Region Islamic Centre...
And then there's this, a message from TARIC's Chairman (scroll down), who reveals himself to be a huge Gaddafi fan:

Sitting in a comfortable chair at Creech Air Force Base in Nevada an Air Force pilot tracks two SUV's and a pick up truck 7000 miles away in Afghanistan, then after 41/2 hours of surveillance, the camera operator and the pilot of the drone decide that the vans were carrying Taliban fighters. What followed was a turkey shoot with two Kiowa attack helicopters, a C130 ground attack plane and the Predator drone armed with hellfire missiles destroying the vehicles killing 23 men and women plus two boys. The drone pilot was able to decapitate some and cut others in half from his deck chair half a world away. All were innocent Afghanis, shopkeepers, women going to visit relatives and children returning to school. None had done anything to a single American. Welcome to the US war against Muslims in Afghanistan, a war which already includes Iraq and has now expanded to Libya...

So I ask again: why is a provincial ministry funding/partnering with these people?

Update: Look what else I found--the Min of Health-sponsored event's "guest speaker" expressing support for the Taliban.
