White Racist Candidate Gives Iggy Camp a Black Eye

This one (from Yahoo News) gave me chuckle:
Liberal Leader Michael Ignatieff says he's started an investigation into reported comments by his candidate in a northern Quebec riding
A news release by the NDP accuses Liberal candidate André Forbes of making disparaging remarks about First Nations and Innu people. The release says he's a former leader of l’Association des Droits des Blancs, the Association for the Rights of Whites, in Sept-Iles, Que.
Forbes reportedly referred to Aboriginals as "featherheads" in an interview with L'actualité published in October, 2004:

'“Do you know how much a featherhead costs?” That’s the brutal question I was asked by André Forbes, president of the Association for the Rights of Whites of Sept-Îles, in September of 2002, at the height of the controversy surrounding the agreement in principle with the Innu community. Forbes was referring to how much it costs for the State to fulfill its responsibilities towards aboriginals. Of course, he had the answer. “For you, it’s 25 grand; for a prisoner, 50 grand; for an Indian; 100 grand,"' the magazine reported.

Ignatieff said if the accounts are true, the remarks are utterly unacceptable.

"They do not reflect Liberal values. As soon as I heard that these remarks were made, or had been made in the past, I ordered an immediate inquiry. As soon as the facts are back we will take immediate action."

"I was shocked. I was shocked. If he really said that, it's not possible to remain a candidate for the Liberal Party of Canada," he said...
He was shocked--shocked!--was he? What I'd like to know is: How did a white power dude and his "un-Liberal" values  manage to evade detection by riding/party mucky-mucks until now? Also, now that the Aryan cat is out of the bag, so to speak, can Richard Warman, serial complainer to the federal "human rights" racket, launch a Section 13 "hate" complaint against him?
