The 'Buck,' Then and Now

For President Harry S Truman, the buck (i.e. the responsiblity) always and famously stopped with him. For President Barack H. Obama, the buck always--always!--gets handed off to someone else. Someone who can be easily demonized. Someone like those "mean 'n' selfish" Tea Party-ers.
