That's how many Syrians the U.S. has trained to fight ISIS, a number which, as the Globe and Mail observes, apparently sans irony, is "far below expectations."
Don't worry, though. The Obama-led military is currently vetting 7,000 more potential ISIS-fighters, a process which, given how long it took to get though the aforementioned three score, should be completed some time before, say, 2030. (ISIS clearly has the advantage here since its fighters needn't endure such rigorous vetting; 60 sounds to me like the number of jihadis it recruits every couple of days.)
