Loophole for Hooligans

In Sweden, soccer hooligans who don't want to be readily identified by police are not allowed to wear masks. However, this being Sweden, you are permitted to wear religious cover ups--the reason why so many hooligans are availing (or a-veiling) themselves of the niqab.
